In a jaw-dropping interview with Tucker Carlson, former Assistant Secretary of Housing and Urban Development Catherine Austin Fitts made the explosive claim that the U.S. government has used $21 trillion in unaccounted-for funds to build a massive underground city system—reserved exclusively for the wealthy and politically powerful in the event of a catastrophic extinction-level scenario.
The alleged network of hidden bases and transportation tunnels sprawls beneath the continental United States and even under the surrounding ocean floor, according to Fitts.

Fitts referenced a report by Michigan State University economist Mark Skidmore, who documented $21 trillion in unauthorized government spending between 1998 and 2015 from the Department of Defense and HUD. That figure has long raised eyebrows, but few imagined the extent of what it may have funded.
“We have built an extraordinary number of underground bases and, supposedly, transportation systems,” Fitts said. “Some of these are documented as part of the national security infrastructure, but I think there are many more.”
Her investigation between 2021 and 2023 allegedly uncovered at least 170 subterranean bases, linked by a vast underground transit system—all constructed without public knowledge.
Infrastructure for the Apocalypse
Fitts claims the purpose of this network is survival—a fortress civilization in waiting for elites to escape to if the surface world collapses.
“The purpose is if you thought you were going to get a near-extinction event,” she told Carlson. “You have so many activities going on that you need to keep secret.”
Possible scenarios include biological warfare, nuclear exchange, or planetary disaster—any one of which could drive the ruling class underground while leaving ordinary Americans exposed and abandoned.
A Secret City Below D.C.?
Carlson added fuel to the fire, recounting a conversation with a contractor who allegedly worked on one such underground facility directly beneath Washington D.C.
“He told me that a power transformer box on Constitution Avenue was actually an emergency exit from the White House,” Carlson said. “And I thought, that’s kind of crazy… that you could build something like that without anyone knowing.”
Given the scale and scope of the operation Fitts alleges, it’s not just one emergency exit—it’s an entire hidden world, constructed under the noses of taxpayers and concealed in plain sight.
What Else Could Be Hidden?
Fitts suggested the secret funding could also be tied to an off-the-books space program, as well as classified technological research that exceeds anything acknowledged in public policy.
This secret spending, she argues, is why Americans are seeing crumbling roads, exploding deficits, and sky-high taxes—while the real investments are going deep underground.
“They’re not investing in America,” she said. “They’re investing in escape routes for themselves.”
A Shadow Government for the End Times?
If Fitts’ claims prove true, it confirms what many Americans have long suspected: a parallel state, equipped with its own cities, transit systems, and survival strategy, exists for the elite while the public is distracted by political theater.
