Harrisburg Suspect Faces Terrorism and Attempted Homicide Charges for Setting Fire to Gov. Shapiro’s Home

Arsonist Charged with Terrorism After Alleged Attack on Governor Shapiro’s Residence

HARRISBURG, PA — In a chilling case that has shocked Pennsylvania, 38-year-old Cody Balmer has been arrested and charged with multiple felonies after allegedly setting fire to the Governor’s Mansion early Sunday morning, during Passover celebrations attended by Governor Josh Shapiro, his wife Lori, and their family.

According to court filings, Balmer executed a premeditated arson attack, breaking into the historic residence at approximately 1:43 a.m. Surveillance footage shows him infiltrating the piano room, where he set the first blaze, before moving to the dining room to ignite a second incendiary device.

The fires caused substantial structural damage, though no injuries were reported. Pennsylvania State Police evacuated the governor and his family safely.

Upon surrendering, Balmer allegedly confessed to harboring hatred toward Governor Shapiro and admitted he intended to harm him with a hammer if confronted. A search of his home yielded key items seen in the security footage, including a “Snap-On” branded jacket, a black duffel bag, and the hammer he reportedly intended to use. Investigators also recovered gasoline-soaked gloves discarded in a nearby trash bin.

Authorities say Balmer’s actions were not random. They’re probing potential political or ideological motivations, with charges reflecting what appears to be a calculated attempt to harm a public official and disrupt government operations.

Charges Filed Against Balmer:

  • Attempted Criminal Homicide
  • Aggravated Arson (person present)
  • Burglary (overnight accommodations with persons present)
  • Terrorism (to affect conduct of government)
  • Aggravated Assault (serious bodily injury to public officials)
  • Recklessly Endangering Another Person
  • Loitering and Prowling at Nighttime
  • Aggravated Assault (attempt to cause injury to designated individuals)

If convicted, Balmer faces decades—potentially life—in prison.

Governor Shapiro condemned the violence in a public statement:
“This kind of violence is becoming far too common in our society. It is not okay, and it has to stop. We have to be better than this.”

The attack is the latest in a string of threats and targeted violence against public officials in recent months, highlighting growing concerns over political extremism and public safety.

Officials say the investigation remains active as forensic teams assess the extent of the damage and review Balmer’s digital and personal records for further clues regarding motive and planning.
