Trump’s Special Envoy Steve Witkoff Meets Putin for Cease-Fire Negotiations – Kremlin Expresses ‘Cautious Optimism’ Over Peace Process
The response to the latest cease-fire proposal between Russia and Ukraine appears to depend on perspective. While some Western media outlets and European analysts suggest that Russian President Vladimir Putin has rejected the proposal, others, particularly those advocating for a diplomatic resolution, argue that he has accepted it—albeit with conditions.
U.S. President Donald J. Trump described Putin’s response as ‘encouraging, but incomplete,’ signaling that while progress has been made, there remains significant work ahead. Ukrainian President Volodymyr Zelensky, on the other hand, dismissed Putin’s reaction in starkly critical terms.
For those closely monitoring the Kremlin’s messaging and the Russian public discourse, it is evident that Putin has adopted the most conciliatory stance feasible under current circumstances. It is a well-understood principle of warfare that victors set the terms of peace, while the defeated have little leverage in negotiations.
As of now, Russian forces continue to apply relentless pressure on the Eastern Donetsk region and are making gains in Kursk, having reclaimed 29 settlements within a week. On the very same day Putin initially addressed the cease-fire proposal, he held a confidential, closed-door meeting with Trump’s special envoy, Steve Witkoff, in Moscow. The Kremlin later stated that it remains ‘cautiously optimistic’ regarding the peace process.
A Kremlin spokesperson elaborated on the discussions, stating that ‘Putin generally agrees with Mr. Trump’s position but recognizes that substantial work remains.’ Following Witkoff’s return to the U.S., Trump and Putin are expected to hold further discussions over the phone to assess the next steps.
Additionally, Putin held talks with Saudi Crown Prince Mohammed bin Salman, who expressed support for ‘all initiatives’ aimed at resolving the Ukraine conflict. The meeting followed discussions between U.S. officials and Saudi counterparts in Jeddah regarding a proposed 30-day cease-fire.
While definitive conclusions about Russia’s acceptance or rejection of the cease-fire remain open to interpretation, the ongoing negotiations indicate that diplomatic efforts are progressing at an unprecedented pace.
