Ken Paxton’s Election Integrity Unit Takes Down Frio County Power Players in Widespread Ballot Fraud Scheme

Texas Attorney General Ken Paxton has once again thrown down the gauntlet against election fraud—this time with the arrest of Democrat Judge Rochelle Lozano Camacho, who turned herself in Friday after being indicted in a vote harvesting scheme that preyed on elderly residents during her primary election.

Camacho, the sitting Frio County Judge, faces three felony counts of vote harvesting, marking the highest-profile arrest in a stunning sweep that has now implicated six individuals, including city council members, a school trustee, and the former elections administrator.

“Elected officials who think they can cheat to stay in power will be held accountable. No one is above the law,” said Paxton.


How the Scheme Worked

According to the investigation:

  • Camacho hired a longtime Democrat political operative to manipulate ballots

  • Elderly voters in Pearsall, TX were targeted through direct solicitation

  • Operatives were paid $1,500–$2,500 to fill out applications, collect mail ballots, and even drive voters to polls

  • In one instance, a suspect was caught hiding ballots under her shirt

  • Multiple vehicles were used to evade detection by investigators

These tactics, reminiscent of old-school machine politics, were uncovered through a multi-year investigation launched in 2022 after Camacho’s primary opponent, Mary Moore, filed a complaint alleging widespread fraud.


The Indictments

On May 1, 2025, a Frio County grand jury returned indictments against:

  • Judge Rochelle Camacho3 counts of Vote Harvesting

  • Carlos Segura (former Elections Admin)1 count of Tampering with Evidence

  • Ramiro Trevino (Pearsall City Council)1 count of Vote Harvesting

  • Racheal Garza (Pearsall City Council)1 count of Vote Harvesting

  • Adriann Ramirez (Pearsall ISD Trustee)3 counts of Vote Harvesting

  • Rosa Rodriguez (Democrat ballot harvester)2 counts of Vote Harvesting

All were arrested on May 2, with the exception of Camacho, who turned herself in May 3 due to medical reasons.


Political Fallout and Paxton’s Election Integrity Crusade

Camacho ran on a platform of “Unity, Movement, and Progression for Frio County.” Now, she’s the face of one of the most brazen election fraud operations in Texas history.

AG Paxton’s Election Integrity Unit, created to restore trust in the democratic process, has dramatically escalated enforcement, and this case may become the model for future crackdowns across Texas and beyond.

“This wasn’t just ballot harvesting—it was a coordinated effort to rig an election using senior citizens as political pawns,” said a spokesperson for Paxton’s office.


What’s Next?

With indictments secured and arrests made, trial proceedings are expected to begin later this year. If convicted, Camacho and her co-conspirators could face years in prison and lifetime bans from public office.
